Since the launch of the semiconductor lighting project in 2003, the Ministry of Science and Technology has successively supported the technological innovation and industrialization of semiconductor lighting in the fields of science and technology research and development plans and 863 plan new materials. China's semiconductor lighting industry and technology have made significant progress, forming a relatively complete R&D and industrial system from upstream materials, midstream chip preparation, downstream device packaging and integrated applications, entering a stage of rapid development.
1. Significant breakthroughs have been made in key technologies for industrialization. The LED manufacturing technology with enterprises as the main body has made rapid progress, and the power chip packaging completed on the industrial line of enterprises has achieved a light efficiency of 80-100lm/W. The packaging of power type white light LED has reached the international advanced level. The power type silicon substrate LED chip with independent intellectual property rights achieves a light efficiency of 78lm/W after packaging, which is at the international advanced level.
2. The industry is beginning to take shape, the industrial chain is becoming increasingly complete, and the market application is leading internationally. By the end of 2009, there were over 3000 LED enterprises in China. Among them, there are over 40 upstream epitaxial and chip manufacturers, about 1000 midstream packaging companies, and 2000 downstream application product manufacturers. Private enterprises account for 85% of the total number of enterprises. In 2009, China's chip production value increased by 25%, reaching 2.3 billion yuan, which is basically the same as the growth rate of 26% in 2008. In 2009, the output value of LED packaging in China reached 20.4 billion yuan, an increase of 10% from 18.5 billion yuan in 2008; The production increased by 10% from 94 billion units in 2008, reaching 105.6 billion units, of which the output value of high brightness LED reached 18.6 billion yuan, accounting for 90% of the total LED sales. At the same time, from the perspective of products and enterprise structure, there have been significant improvements in China, with SMD and high-power LED packaging growing rapidly. In 2009, the output value of semiconductor lighting applications in China reached 60 billion yuan. Despite facing the financial crisis, China's semiconductor lighting industry continued to show an upward trend in 2009, with the industry scale increasing to 82.7 billion yuan, an increase of nearly 20%. It is expected to reach 100 billion yuan by 2010.
3. The industrial development environment is becoming increasingly perfect. From the launch of the semiconductor lighting project by the Ministry of Science and Technology in 2003 and the implementation of the "Ten Cities, Ten Thousand Lamps" project in 2009, to the recent joint issuance of industrial development guidance by the National Development and Reform Commission and other six ministries, as well as the cultivation of strategic emerging industries proposed by the country in the post crisis era, all indicate that the government is actively promoting the development of China's semiconductor lighting industry. Under the guidance and support of government policies, with the improvement of device performance and the manifestation of energy-saving effects, China's semiconductor lighting industry will enter a period of rapid development and growth, with huge market potential, which will drive industrial upgrading. In order to promote technological integration innovation, accelerate the industrialization of achievements, and strengthen industry university research cooperation, the National Semiconductor Lighting Engineering Research and Development and Industry Alliance (hereinafter referred to as the Alliance) has established an industry research and development fund, organized major Olympic demonstration projects, held innovation competitions, coordinated and promoted standards, and established a patent pool. It has built a platform for industry university research cooperation, improved the efficiency and level of technological innovation, and promoted the implementation of major projects. The coordination and promotion of alliance standards have achieved significant results. 8 national standards and 9 industry standards have been officially released. In order to support the pilot work of "Ten Cities, Ten Thousand Lights", the alliance has currently completed 5 recommended technical specifications, including the implementation rules for supervision, inspection, and installation acceptance of LED road lighting products, tunnel lights, and road and tunnel lighting products, as well as the technical specifications for LED road lighting products in cold areas. At the same time, the alliance is preparing technical specifications for indoor tube lights and spotlights. In addition, the alliance has collaborated with national testing institutions to regularly release product testing data, providing scientific reference for local authorities to set performance indicators for demonstration application products in a reasonable manner. It is also preparing for the next step of releasing a catalog of recommended and energy-saving standardized products to local authorities. The alliance also studies and formulates a national semiconductor lighting patent strategy, deploys a patent network, explores the operation mode of patent pools, and provides decision-making support for relevant departments through technical standardization and standard patent work. The work of the alliance has expanded the perspective of domestic semiconductor lighting development, attracted high attention from the international community, and had a significant impact on the development of the domestic industry.
Through the implementation of the national semiconductor lighting project, China's semiconductor lighting industry has established an important position internationally, especially the concept of "promoting technological innovation through application, leveraging the role of technology in supporting economic development, and promoting energy conservation and emission reduction" demonstrated by "Ten Cities and Ten Thousand Lamps" has had a huge and far-reaching impact both domestically and internationally. In addition, China is a major producer of key raw materials for semiconductor lighting, which can ensure the sustainable development of the industry. The investment intensity and risk of the semiconductor lighting industry are much lower than those of the microelectronics industry, and it has the characteristics of dual intensive technology and labor, which is suitable for China's national conditions and can drive large-scale employment.
